In
1997, the Adoption and Safe Families Act was passed. This act was designed to
seal the loopholes in the exiting legislation that gave rise to disturbing
incidences of children being taken from foster care back to abusive families.
Previous laws focused more on family preservation totally disregarding the
situations that exited in that household. The new bill paved the way for
quicker adoption of children from foster homes. However, the bill is not the
panacea for the problems bedeviling the foster care system.
