Launched on March 1 of 2003, the Homeland Security Department has had a diversified impact upon local levels depending what adjustments have been imposed upon which sectors, with some – like David Walker, comptroller of the General Accounting Office – contending how it is "going to take years in order to get this department fully integrated" (Anonymous, 2002, p. 3). One thing is for sure, however: How profoundly the ripple effect will long be felt throughout all local levels of America. Critical to withstanding such tremendous change is for local governments to remain focused upon the Act's inherently positive elements. Bibliography lists 8 sources.
