Paper Abstract
This 9 page paper considers the issue of low test scores and low achievement in schools in general, but in California schools in particular, and evaluates what a principal in Bakersfield City School District, for example, might do about this issue. This paper considers the nature of school reform, factors that have impacted school performance, and integrates a notion of assessment that is designed to improve the overall outcomes of the teacher/student relationship through the leadership of an effective principal.
