Paper Abstract
This 11 page paper discusses in part the manner in which the public sector typically follows the private in times of sweeping changes. All business has undergone immense change in the past fifteen years, and that change has been moving into the public sector for some time. Budgets continually decrease, but decrease in services generally is not seen as being acceptable. Taylorism could have been used as a positive tool, but it is best known for establishing the piecework animosity between labor and management. Scientific management created the greatest change known before that of the quality movement, downsizing and the quest for ever-increasing ushered in a shift of similar significance. Public sector employees now are expected to be as accountable as their private sector counterparts. Bibliography lists 9 sources.
