174. Policing, Police Powers and Police Discretion in Canada   (4  Pages, 47.8 $ (USD) )
This is a 4 page paper discussing policing, police powers and police discretion in Canada. The police in Canada follow many administrative guidelines from municipal, provincial and federal levels. The Canadian Criminal Code, the Constitution Act and the Canadian Charter of Rights and Freedoms are all balanced in order to allow the police to protect their communities but at the same time allow the citizens their own rights and freedoms. Despite the administrative guidelines under which police powers are maintained, police are given some discretionary powers within their work. In serious investigations, these powers may be increased by a writ of assistance which allows the police to further their investigations with fewer impediments. At the same time, police are also given the discretion to decide not to charge on minor offences where is it seen as unreasonable to expend the resources of the justice system. 175. Suicide Among Canadian Aboriginal Youths: Rates, Causes, and Solutions   (10  Pages, 119.5 $ (USD) )
This is a 10 page paper discussing the high rate of suicide among Canadian Aboriginal youths and the possible causes and solutions to the problems. The suicide rate among Canadian Aboriginals living on reservations is more than twice the Canadian average of non-Aboriginals with the largest rate recorded for young Native males. Half the Native communities living in the Northern areas of Canada report suicide as one of the major problems in their community. The causes for the high rates of suicides among Aboriginals seem to relate to the historical treatment of the Natives which through the Canadian government’s attempt at assimilation, the Aboriginals lost ties with their traditional ways of healing and self-government and eventually the means to remain economically stable. These factors led to a high unemployment rate, overcrowding and poor sanitary conditions among many other negative factors which in turn led to an increase in the number of mental and physical disorders such as depression, and alcohol and substance abuse. Within the last decade, several reports from the Royal Commission on Aboriginal Peoples and other Aboriginal-based task forces have outlined possible positive solutions for the recovery of the Aboriginal communities which will hopefully reverse the high suicide rates. 176. Education in Canada: The Need for the Separation of Church and State   (7  Pages, 83.65 $ (USD) )
This is a 7 page paper discussing the need for the separation of church and state in the educational system in Canada. Most provinces in Canada struggle with the incorporation of church and state in the educational system. Historically, the allowance for funding to religious based school systems can be traced back before Confederation and the Constitution Act of 1867. The Act required the public funding of Roman Catholics schools in Ontario. Despite the provincial funding of public and Catholic separate schools however, funding to school systems controlled by other religions has been denied; a practice which was deemed “discriminatory” by the United Nations in 1999. Funding of separate schools varies from province to province. In addition to the fact that “financial discrimination” is being practiced and can be argued to be in violation of the Canadian Charter of Rights and Freedoms, recent studies have found that more than one educational system in a province is not cost efficient and by that reasoning alone should lead to the separation of church and state within the educational system. Private educational systems have also been found to not have the same provincial standards in regards to teacher qualifications and provincial exams among other inequities. Overall then, it can be argued that based on evidence of current discrimination, the need for the protection of the strength of the public school system, discrepancies in standards, democratic rights and the need for financial efficiency, there should be a separation of church and state within the educational system in Canada. 177. The Advancement of Equal Rights in Canada in Relation to the Charter of Rights and Freedoms   (8  Pages, 95.6 $ (USD) )
This is an 8 page paper discussing whether or not Section 15 of the Canadian Charter of Rights and Freedoms has allowed for significant advancement of equality rights in Canada. In 1982, the Canadian Charter of Rights and Freedoms included within it Section 15 on “Equality Rights” which guaranteed all individuals equal protection before and under the law without any discrimination especially based on any of the nine factors of “race, national or ethnic origin, color, religion, sex, age, or mental or physical disability”. The second part of the Section also guaranteed the right to affirmative action programs without discrimination. Since that time, the concepts of “equality” and human dignity have become a prominent aspect of the law and even within cases which are not based on Constitutional concerns, equality is very much a large part. Different elements of the legal system have undergone revisions in order to recognize the need for equality within all areas. Some areas such as age discrimination or interprovincial legal differences still need further development in regards to the inequality which still exists. Overall however, it has been felt that the Charter has brought about a noticeable improvement in regards to equality in the country especially concerning the rights of women and minorities and the increased awareness within the legal system that equality is considered an important element of every case. 178. Lori Lansens’ Novel “Rush Home Road”   (6  Pages, 71.7 $ (USD) )
This is a 6 page paper reviewing and discussing elements of Lori Lansens’ Canadian novel “Rush Home Road”. Lori Lansens’ first novel, “Rush Home Road” is about the story of Adelaide (Addy) Shadd, a seventy-year old black women living in a trailer park, Lakeview, about twenty miles south of Chatham, Ontario near Lake Erie. Addy however did not live there all of her life but was born and raised in nearby Rusholme (“Rush Home”) which was a predominantly black community settled by former slaves smuggled into Ontario through the Underground Railroad. The novel is split into two stories which eventually come together in the end. The primary story is about Addy’s life growing up through hard circumstances in Rusholme, Detroit and Chatham while the secondary, or present day story, tells of Addy’s life in the trailer park while she takes care of a five-year old girl, Sharla Cody, who was abandoned by her “white trash” mother. Sharla is of mixed parentage which is how the two storylines come together in the end with Addy ending up again in Rusholme and inadvertently finding Sharla’s father. The novel fulfills several purposes. Firstly, from a Canadian perspective, Lansens has including many historical elements which add to the experiences of Addy while at the same time educating readers. Second, readers from Southwestern Ontario and especially those who grew up along the St. Clair River will enjoy many of the same childhood stories as did the author and Addy. Finally, from an international perspective, the story of Addy is appealing to all as it involves the story of a “hero” who has to overcome seemingly insurmountable odds to finally return home. Bibliography lists 3 sources.
